Google geofence warrants turned location history into a police dragnet

“Reverse location” warrants let police ask Google for every device present at a place and time — sweeping in bystanders — making stored location data, not message content, the target.

01What actually happened

Through geofence (reverse-location) warrants, U.S. law enforcement compelled Google to identify all devices present in a defined area during a time window, drawn from its Location History data. Google disclosed that such warrants made up roughly a quarter of all U.S. legal demands it received in 2020, and civil-liberties advocates warned they ensnare innocent bystanders. In late 2023 Google began storing Location History on-device, undercutting its ability to answer these warrants.

02Why it matters

Location and metadata a company stores about you can be subpoenaed even when your messages cannot. Cipher's design minimizes the metadata it collects and stores, so there is little location or behavioral data to hand over — but it cannot control data other apps or your phone's OS keep about you.
